Big Changes Could Be Coming to Trash Pickup in Fairfax County—Here’s What You Need to Know

Fairfax County is considering a major shift in how residential trash and recycling services are managed—and your voice matters.

Under the proposal, Fairfax County would begin creating Unified Sanitation Districts (USDs), allowing the County to oversee private trash service contracts starting in 2030. Currently, most single-family homes and HOAs choose their own waste hauler. This proposed change would remove that choice, with the County selecting contractors, setting prices, and managing logistics.

The County argues this could improve efficiency, reduce pricing inconsistencies, and help meet long-term sustainability goals. However, many residents and small businesses have raised concerns, especially about loss of choice and the impact on local haulers. Larry Foster, co-owner of Evergreen Disposal and a Mount Vernon Springfield Chamber member, said to WTOP the change could result in “a potential lack of service, increase in fees and loss of choice.” His company, which includes glass recycling as part of its standard offering, serves approximately 20,000 homes in the area.

Residents and HOA representatives voiced similar opposition during recent town halls, emphasizing that the current system works well for many communities and allows flexibility based on neighborhood needs. Others are concerned the change could hurt small businesses.

What Can You Do?

  • Mark your calendar for the Fairfax County Board of Supervisors Meeting on October 14, 2025, at 9:30 a.m. at the Fairfax County Government Center (more info HERE).

This proposal affects not just trash pickup—it impacts small business owners, neighborhood decision-making, and long-standing vendor relationships. The first vote doesn’t implement the system but starts a 5-year notification window. Still, it’s important to be informed and involved from the start.

Have thoughts? Contact your district supervisor and make your voice heard before October 14.
